One thing investors targeting London should think about is the Ultra Low Emission Zone (ULEZ). It can have a big impact, especially on car owners. Some have even said they will move from the city because of it. Let’s have a closer look.
What is it?
The ULEZ is an area where there is a daily charge to use vehicles that don’t comply with emissions standards. Its aim is to improve air quality in the area by reducing pollution from older, non-compliant vehicles.
Originally, the idea for ULEZ dates back to 2015. The goal was to introduce it in 2020, but it actually came a year earlier in 2019. Initially it was only covering Central London, an area where there was already a congestion charge. However, there was an expansion in 2021 to include more major routes.
In August last year the ULEZ was expanded again to cover the whole of Greater London. This is notable for investment properties in Enfield and other Outer Boroughs. Initially there was no impact on these areas. However, since 2023 they have been part of the emissions zone.
Public views
Since its introduction, the ULEZ has been divisive. Some are in favour of it, praising the impact on congestion and air quality. In fact, some say there are visibly fewer vehicles on the roads. The response is also positive among people who have compliant vehicles and don’t have to pay the charge.
Another group of people appreciate the idea of the scheme, but are critical of how it has been implemented.
Critics of the ULEZ say it has made no difference at all. People with non-compliant vehicles are especially unhappy, saying they now can’t drive their vehicles anywhere within the city.
Health impact
While there are doubts about the impact, there are stats and studies to show there is a positive result. For example, Mayor of London Sadiq Khan reported that thanks to the expansion to cover Greater London, 5 million Londoner’s have cleaner air. This includes 53% lower NO2 levels.
A study by the World Heart Federation (WHF) said London is the second best city for the effort at prevention and the treatment of heart disease. A big part of this is “pioneering air pollution controls”. Work to improve “active travel” with more walking and cycling helps too. Overall, London is only behind Hong Kong and is ahead of other European capitals in its work to make the city healthier. Cairo ranked bottom, scoring poorly because of the high levels of air pollution and other factors.
