Next phase for Signal Park redevelopment

First phase

There was a lot of sadness at the time, particularly for the loss of the Toby Jug pub. It had been a landmark for almost 70 years. It has a notable place in rock history because it was the venue where David Bowie first revealed Ziggy Stardust to the world. Other notable bands also had performances here, including Fleetwood Mac, Led Zeppelin, and Genesis.

Phase One of the redevelopment began in 2021. The work was on an 11 acre piece of the site, land that was previously government offices. Countryside and Guinness Partnership were responsible for the project, with designs from PRP Architects. It delivered 211 new high quality homes in three blocks. They are next to Signal Park Square, a new piece of public space that serves as a local activity hub. The project also improves local transport links.

Second phase

With Phase One complete earlier this year and residents now living on the site, Countryside and Guinness Partnership are moving on to the next stage. They recently submitted a planning application to Kingston Council.

The plans for Phase Two are to build four new blocks, the tallest up to 16 storeys. This would create 336 homes. Additionally, there is outline plans for 629 more homes. The second phase would also include a number of other crucial elements. There are proposals for new commercial spaces for shops and offices. Interestingly, there have been a few changes in the plans following two public consultation periods. For example, there were concerns about the height of one block, originally planned to be 20 storeys tall. It will now be 16 and serve as a landmark gateway to the neighbourhood. There has also been a change in the location of the community centre. Plus, new plans deliver play spaces for all ages and ensure the sustainability.

Concerns

There is a lot of support for the development, especially considering the site for Phase Two has been vacant for over two decades now. Responses to the consultation periods have been really constructive. However, it isn’t all smooth sailing; there is opposition too.

Chessington District Residents’ Association is one organisation that is against the plans. They say the height and density of the development is too excessive for the neighbourhood. They also have concerns about the car parking, saying it is inadequate to only have 251 spaces when proposing over 900 homes.
