Original plans
The current building is three storeys. It was formerly an office with a warehouse for storage at the rear. However, a developer had plans to create new housing in its place. The original proposal was to build 92 homes, 35% of which would have been affordable. The new building would be seven storeys. This proposal got planning permission.
However, the developer did not make progress after getting approval. Instead, they went back to the drawing board and amended their plans. They came back with a new proposal earlier this year in April. These plans saw the number of homes increase to 98, but the affordable housing element was gone. Instead, there was a proposal to donate £75,000 to provide homes elsewhere in the borough.
At the time Barnet Council did not make a decision on the new plans. Instead, they chose to defer. The developer then had an appeal, citing “non-determination”.
The new plans
Last month there was a strategic planning meeting to make a decision. However, the developer had another proposal for the site. This time they were proposing 113 homes, with 15% of them (17) being for social rent. The new building would be eight storeys.
A vote during the meeting secured planning permission for the latest version of the proposal. The decision was that any harm would not be greater than the benefits, especially to secure some affordable housing. The developer now has the green light to begin work.
Opposition
There has been opposition to all of the proposals to develop the site. Local opponents say the height of the scheme is problematic, out of keeping with the area in High Barnet. They say overlooking would be a serious issue.
In addition, there were concerns that the developer would submit a further amendment, removing or reducing the affordable housing again. However, there was confirmation that the 17 social rent homes were secured.
