Haringey Council considering future of HMOs

Councils across London have rules for houses in multiple occupation (HMOs). Some require owners to get licenses. Haringey is one of the authorities that does, however the current scheme is coming to an end. So, they are looking at what to do going forward. The current scheme

Haringey’s Council chose to introduce additional HMO licensing borough-wide back in 2019. As a result, all HMOs in the area currently need some kind of license, under either the mandatory or additional scheme. Those that don’t get one can face fines and other penalties.

The licensing scheme is now coming to an end though. It will expire on 26th May 2024. With that in mind, the Council is looking at a new scheme to replace the current one. If agreed, it would come in at some point in May.

For one thing, it will help them to tackle rogue landlords who should not turn properties into HMOs. In addition, it will ensure that the standards for these homes are acceptable, including conditions and space.

There is a crucial thing to note here. The licensing is for all HMOs, so any property where there are 3 of more tenants from different households sharing facilities. It also covers buildings that have been split into separate flats if they don’t meet the building regulations.

Consultation

The Council is currently planning the next steps for the HMO licensing. With that in mind, they are inviting stakeholders to share their views. They want to hear from landlords, residents, people who live in HMOs, and even local businesses. People can give their feedback by completing the survey here. It is open until 12th Feb 2024.
