The original proposal by construction and engineering expert Costains was to build 7,000 homes on a 600 acre site. The hope was it could cater for up to 35,000 people.

Ups and downs and ups again

The development got off to quite a rocky start. Initially only 500 homes were built in the first few years. The construction would accelerate after 1935 though. Costains negotiated to have a station in the area on the London to Southend route. Elm Park Underground Station on the District Line opened that year. The development also became known as Elm Park Garden City. By 1939 there were 2,600 homes.

Unfortunately WWII had a big impact on the area. Firstly it brought a halt to construction with focus shifting to the war effort. Then, the area became a target for bombing because of the proximity to the RAF base at Hornchurch. There was damage to the housing stock as a result.

After WWII there was a change in the national housing policy. There was a bigger focus on creating more social housing to boost supply. This was felt in Elm Park too. The council at the time began buying land with compulsory purchase orders so it had an impact on Costains plans. By the 60s there were 1,146 council houses in the area.

Today Elm Park Garden City is an attractive location for lots of reasons. Most notable is the affordable prices. In 2021 the average price was £390,322. This was a nice increase over 2020 as well as the peak £366,962 in 2019.

The area is also a target for regeneration. It is included in the London Plan as a district centre. As a result, it could see substantial changes in the next 20-25 years, including investment to improve the town centre.
