Introducing LHA
Local housing allowance (LHA) came to us from the UK Government in 2008. Its function is giving councils a way of calculating Housing Benefit entitlement for different areas. This is for individuals renting private sector housing in England, Scotland, and Wales.
The shift to LHA marked a considerable change in the way councils pay housing benefits. The same goes for restrictions. Among the changes, the most apparent is the swap to entitlement being based on the 30th percentile of rents in the area. Before, the mark to use was the 50th percentile or median.
LHA uses private market rental rates to see what everyone in the region pays. We call this a BRMA (broad rental market area). It sets a rate for the same quantity of bedrooms within the structure. The intent here is ensuring that tenants living in a place with similar properties can acquire similar levels of money. So, local housing allowance in Hillingdon and other parts of the UK aims to provide fairness and consistency.
The time when LHA rates go into effect
The rent officer decides the new rates for a year every January. They come up with a list of LHA for every broad market rental area, and the categories of dwelling in these locales. They do this up to the rate of a four-bedroom property.
Once decided, the rates then come in the following April and last a year. You can check current LHA, by postcode and local authority, on the Valuation Office Agency website.
The local authority must also publish LHA rates. Their job is to ensure that the latest ones are visible to all relevant parties, including private landlords.
